Description:
This patch is for resolving issues related to the new instance logging
system. These issues include excess logger creation, message loss, and
messages of debug type making it to the message window without the
"--debug" flag being specified.

Caution - You must either have previously installed the
          Quartus Prime 20.2 software or must
          install the Quartus Prime 20.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
