Description:
This patch fixes the issue where Generic Quad SPI controller II is not
working for erase operation started.

Caution - You must either have previously installed the
          Quartus Prime 18.1 software or must
          install the Quartus Prime 18.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
