Problem: : Simulation mismatches between functional simulation and
	   hardware behaviour for reconfig_reset

Solution: This patch updates the behaviour of the offset cancellation
	  simulation models to more accurately reflect the behaviour of the
	  actual RTL implementation.  In particular, the the fixes shows: 

	  i)busy signal to correctly indicate offset cancellation upon
	  power-up. Busy will start at "LO" upon power-up if reconfig_reset is
	  asserted; busy will only go "HI" when reconfig_reset is de-asserted to
	  show a valid offset cancellation is occuring. 

	  ii) after valid offset cancellation has occured;
	  re-asserting the reconfig_reset will not re-trigger offset
	  cancellation again

Caution - You must either have previously installed the 
          Quartus II 10.0 SP1 software or must 
          install the Quartus II 10.0 SP1 software 
          before installing this patch. Otherwise, the patch will 
          not be installed correctly and the Quartus II 
          software will not run properly.
