Why can't TSE IP communicate with the partner device when AUTO_NEGOTIATION is enabled?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description

When TSE IP enables AUTO_NEGOTIATION,the partner device should enable AUTO_NEGOTIATION, too. So please make sure that the partner device has enabled AUTO_NEGOTIATION.
