Using STP cabling to a patch panel and UTP cabling from the patch panel to the hub (or vice versa) will not work or will not work reliably. The reason for this is that STP has different impedance characteristics than UTP. When using a patch panel to change wiring mediums without using some kind of media filters (for instance, impedance matching, signal boosting, etc.) each segment (STP, UTP) gets pulled out of specification by the other.
