It is possible that a TCP connection cannot be established in versions of Windows Server* 2003. Possible scenarios include NAT network environments, networks which are using the Windows* firewall and scenarios where the computer is configured to be a host server for Internet Connection Sharing (ICS).

Disabling RSS will disable the Intel® I/OAT functionality of any Intel I/OAT capable Intel® server system or Intel® network adapter. RSS is required for Intel I/OAT to work in any Windows Server 2003 operating system.
Microsoft acknowledges that this is an issue with the operating systems their above knowledge base article refers to.
You can disable RSS for any Intel I/OAT capable Intel® Pro Network Connection or any Intel I/OAT capable Intel Network Adapter in Intel® Proset for Device Manager for the specific network adapter or connection. This will only turn off RSS for the specific adapter selected, rather than turning it off throughout the entire operating system.
