Why does a Gigabit Fiber Adapter not support speed 10/100/1000 autonegotiation?

Intel® gigabit fiber adapters support IEEE standards 1000BASE-SX and 1000BASE-LX. These standards define a speed of 1000mbps. There is no support for lower speeds.

In comparison. the 1000BASE-T standard for gigabit copper adapters supports automatic negotiation of 10, 100, 1000 mbps. Autonegotiation is required by the standard.
