White Paper: ICT, Education Reform, and Economic Growth: A Conceptual Framework (pdf, 270 KB)
Increasingly, educational policy-makers are being asked to formulate educational policies and programs—particularly those related to ICT—in ways that advance the nation's economic and social development goals. This paper describes factors that influence this, presents a conceptual framework to analyze ICT-based education reform, and provides recommendations to help policy-makers move toward an education system based on knowledge creation.
